THE ROLE

To provide high level analytical and actionable intelligence to support operational criminal investigators to assist in the prevention, targeting, disruption and detection of crime. Use analytical techniques to create intelligence products to inform relevant strategic and tactical planning to the standard defined within the National Intelligence Model, utilising partner agencies to prevent crime and corruption. Provide an efficient and effective service to managerial, operational and investigative decision making and identify weaknesses in existing policy and procedures. Training of staff in relation to fraud and corruption offences

Corporate accountabilities:

  • To work with colleagues to achieve service plan objectives and targets

  • To be willing and able to work in a flexible and agile way with regard both to hours of work and location of work, including remote and home working, as required, subject to service needs and requirements

  • To actively promote and comply with the council's diversity and equality policies
  • To ensure full compliance with the Health and Safety at Work Act 1974 etc., the council’s Health and Safety Policy and all locally agreed safe methods of work
  • To fully understand and be aware of the commitment to Section 17 'Duty of the Crime and Disorder Act 1998 to prevent crime and disorder'
  • At the discretion of the senior management, to undertake other activities as, from time to time, may be agreed consistent with the grade and nature of the role
  • To undertake and maintain relevant mandatory training in line with legislation

Key service accountabilities:

  • Work within all legal frameworks, key working principles, policies and guidance to ensure information and intelligence is handled and processed legally
  • Analyse a wide range of data from a variety of sources for sensitive and complex investigations in respect of incidents affecting the public sector.
  • Collate and validate intelligence, evaluating the credibility of information
  • Analyse the activities of individuals, groups and organisations through the application of recognised analytical techniques and methodology.
  • Evaluate the significance of patterns and trends.
  • Provide advice, guidance and immediate professional support to colleagues
  • Present the results of analysis in the appropriate format and produce a report to accompany analytical products.
  • Analyse information to identify how the criminal groups operate individually and within network. Include subject’s lifestyle, technical expertise, systems and procedures employed and how they select their victims.
  • Ascertain the significance of the problem or subject and provide an understanding of strengths, weaknesses, scale and seriousness of the threat posed.
  • Analyse data to identify discrepancies and highlight information gaps in order that resources can be focused to meet the intelligence requirement. Expose any information or evidence gaps which, if not revealed may jeopardise the success of an investigation. Re-evaluate current data and continually update charts and reports to take into account new intelligence.
  • Develop inferences around ‘who, what, why, where, when and how’ relating to subjects and suspected criminal activity. Identify problem areas and make recommendations to investigating officers of all ranks to direct and focus enquiries, and influence management decisions regarding investigative activity in line with organisational goals and objectives. Assist in prioritising subjects, focusing intelligence gathering and guiding investigative, enforcement and prevention activities.
  • Produce evidential witness statements and attend Court to give evidence as requested.
  • Produce and deliver products that meet the expectation of the investigating officer including applications supporting activity covered by the as Regulation of Investigatory Powers Act 2000(RIPA) and Investigatory Powers Act 2016.
  • Present the analysis to the officer in the case to assist in the preparation, planning, directing resources and implementation of proactive initiatives that drives the business activity.
  • Represent the organisation, as required, give presentations and attend department, organisational and interagency meetings, weekly intelligence meetings and strategic and tactical tasking and coordination meetings where appropriate.
  • Attend internal and external training courses and conferences. Undertake continuous professional development ensuring current knowledge of latest techniques and products including awareness of relevant legislation.
  • Contribute to the development and application of analytical techniques embracing the concept of best practice.
  • Any Intelligence Officer/Analyst may be required to work at short notice, at any location, in support of a major investigation or operation.
  • Proactively identify, gather and evaluate intelligence to facilitate the achievement of crime reduction objectives, meeting operational and strategic intelligence requirements. Ensure that intelligence relating to threat; harm or risk is managed as a priority.
  • Produce intelligence products linked to operational activity to support decision making in order to proactively target crime and criminals prioritising the directorates objectives
  • Conduct intelligence briefing, tasking and debriefing in a manner that is driven by, and contributes to, the use of intelligence to support organisational objectives. Conduct debriefs ensuring that results of tasks set and intelligence gained is recorded.
  • Conduct operational activities including foot and observation point surveillance, support search warrants and complete all appropriate administration and documentation, ensuring compliance with all relevant legislation
  • To make contact with witnesses, victims and other persons of interest within various enquires
  • To provide on-call support for the service and other law enforcement agencies.
  • To complete and participate in your appraisal in respect of your Council PDR, taking responsibility for identifying your own professional and career development needs.
  • Complete disclosure schedules in accordance with the Criminal Procedure and Investigations Act 1996 and departmental requirements
