Procurement Officer – 12-month FTC
Hybrid – 1 or 2 days in the office
Rate – £130 - £140 per day
Cameron Kennedy is working with a local authority in the Southeast (Kent) who is seeking a Procurement Officer. You will ensure efficient purchasing and procurement practices across the council. Reporting to the Procurement Manager (Operations), you'll collaborate with various officers to procure goods and services while adhering to policies, procedures, and legislation.
Job Purpose:
- Assist in overseeing spending officers on Contract Standing Orders and the council’s procurement framework.
- Provide guidance on procurement document production and support throughout the procurement process.
- Manage the council’s corporate contract register and Transparency Data for statutory publication.
- Handle advertisements for council contract opportunities and respond to inquiries.
- Assist in compiling compliant tender and quotation documentation.
- Evaluate tenders/quotations and provide detailed feedback.
- Monitor purchasing arrangements and analyse expenditure for efficiency.
- Maintain procurement information on the council's platforms.
- Contribute to the development of an electronic tendering system.
- Provide procurement advice in line with legislation.
- Assist in compiling and responding to Freedom of Information requests.
- Support the wider Procurement Team as needed.
Skills & Experience:
- Excellent working knowledge of Purchasing/EProcurement modules such as Efinancials or similar.
- Strong analytical skills, attention to detail, and organizational abilities.
- Clear and concise communication and presentation skills.
- Ability to work independently, under pressure, and meet tight deadlines.
- Proficiency in IT tools including Google and Financial Management Systems.
- Previous experience in administration and the public sector.
- Experience in providing training would be advantageous.
